Lets call the first figure the Message and the second the Graphic.

The short answer is that the Graphic is a graph of the Message.

Starting with a grid, and working left to right and top to bottom, the Graphic is produced by "coloring" in each square corresponding to a "1" in the Message, and leaving each square for a "0" blank.

Luckily, the Message actually consists of 1,679 "ones" and "zeroes" (bits) and 1,679 is a product of prime numbers (a prime is a number divisible only by itself and one). This means that the are only two possible by ways to produce the graph by this method!
1,679 = 23 X 73 = 73 X 23.
